Call to Order Chairperson Winchester called the meeting to order at 6:56 p.m. II. Roll Call Those Board members in attendance were Chairperson Annette Winchester, Vice -chairperson Kip Nelson, Treasurer Amy Landers, Trustee Brian McBride, and Trustee Jeff Bird. Others in attendance were, Superintendent Chuck Shackett, Deputy Superintendent Marjean McConnell, Director of School Improvement and Technology Scott Woolstenhulme, Director of Human Resources Shalene French, Chief Financial/Operations Officer April Burton, Energy Education Specialist Don Trauntvein, Assistant Principal Thomas Kennedy, Principal Heath Jackson, Principal Doug McLaren, Public Relations and Communication Phil Campbell, Trustee Elect Paul Jenkins, Trustee Elect Greg Calder, Board Clerk Elect Mary Mortenson, and Board Clerk Valerie Messick. Ill. Welcomina of Delegates and Visitors Chairperson Winchester welcomed the following: Renee Cook, Carol Roberts, Bruce Roberts, Ryan Johnson, Jodi Barnes, Jeff Barnes, Stephanie Bird, Erika Paul, Kris Beck, Julie Prudent, George Bidstrup, Tom Hunsaker, David Jensen, Mark Pellet, Laura Pettet, Karalee Baird, Jeffrey Ryan, Justin and Karla Harris, Charlie Prudent, Mark Bird, Tom Loveland, Scott Lynch, Samantha Williams, James Williams, and Mary Mortensen. Chairperson Winchester then reminded patrons to sign the Reauest to Appear before the Board Roster in the back of the room if they wish to speak to the Board during that portion of the meeting. Hearing none, she then asked if there were any questions from the Board with regard to the Consent Calendar. Hearing none, she then asked if there would be a motion with regard to the Consent Calendar. MOTION: Brian McBride made the motion to approve the Consent Calendar. Kip Nelson seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. VI. Public Input: Pursuant to Board Policy #1550 Public Particioation in Board Meetinas Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairperson Winchester reminded those who wish to participate that, pursuant to Board Policy this portion will be held to a maximum of 1 hour. She then reviewed the Rules and Protocol for Public Input. 1. Names will be called in order appearing on the Request to Participate Form 2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written testimony 3. Come forward to the microphone to present 4. State your name and address for the record 5. Each person will have the Floor for a maximum of 3 minutes The vice-chairman will give a 2 minute warning, a 1 minute warning, and Time is up by showing cards 6. Do not exceed your time limit 7. No Applause or Cat Calling during or after a presentation 8. Face and address the Board, not the audience 9. Be respectful 10. Do not personally attack or address Board Members, District Administrators, of District Staff 11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send them to the Board Clerk. Written comments must include your name, address, and telephone number George Bistrup 2391 Eastview Drive — has no children in the schools in District at this time. He is concerned with watching the news this evening, He wondered what the position of the superintendent is with regard to the board members who should be running the district. The Board members have been elected by the tax payers to run the District. He felt like the comments by the Superintendent, chastising a Board member for his true beliefs of what needs to be done and his agenda, were not appropriate. The agenda of school board should be supreme. We need to have more civility and approach the problems that we are facing. They are very divisive but we should not attack people on an individual basis that may not be appropriate. Mr. Bird did support the bond issue in the March election but after two elections were turned down by the District he decided that maybe it is time to stop and look at it a little closer. It was not appropriate for several people to tear him down for that. We need to come together and work out our differences rather than have accusations by tearing people down and trying to get them removed from the Board. Jeff is observant enough to notice that many people had a problem with the bond. We should go forward and support him working with the rest of the Board. We need to talk it over and work it out. Those who did attack him on the news today have an agenda but accuse him of having an agenda and that is bad. He has just as much right to put forward his agenda without being attacked. Renee Cook 2789 North Barnes— She doesn't know what the board will choose to do now that the bond has been defeated. She stated that the word education does not appear once in vote no summary after the bond election. Mr. Bird told her that when he got on the school board that education was not a part of his platform. Now he feels that he needs to find a way to incorporate education into his platform. If you are on the school board, education should be your number one priority. Three is no sense in coming up with ideas that incorporate education in a platform when education should be your number one goal. Luis Bird — 9164 North Mapleview Drive - When he got a report about a FaceBook posting from the former speaker he was appalled. Jeff is very concerned about education. He has been so involved. He has represented people in this District that others have not represented. Jeff has had many plans for the District that he has not been allowed to talk about. Every time he wants to talk about a new middle school instead of a high school he is told that we can't have it. He had a meeting with Dr. Shackett and Mr. Woolstenhulme and told them that is what he wanted and gave reasons of why it would be good. We could build a 1500 student middle school for $43 million. An engineer sanctioned that number. Even if the cost is a little bit more, we could build a middle school and not have any debt. We don't need a 1500 student school. There are many solutions out there from the people who voted no. He is not a member of the Vote No committee but voted no this time. There are a lot of people who would support this option. He feels that 43% of the District would vote yes on anything because they showed it with the $93 million bond election. He quoted Jeff from the news tonight that we need to work together and come up with something for the best of our District. If we do that, we will help the kids. We do not need split sessions. If we went to a middle school right now it would be built before split sessions are needed. Stephanie Bird — 563 Lost River Road — She is concerned about this Board and all the rumors that have been going around about her husband, Jeff Bird. They have been very hurtful. People have been so judgmental because he has a different idea. That is not ok with her. We need to be civil when we disagree. People have attacked his integrity and honesty. He is the most honest man that she knows. It is applauding that people are saying that he needs to be recalled for having a different idea. He came on the Board to help the school district. He is someone who helps people. That is why she supports him. Kris Beck -180 Robison Drive —After seeing some posts on FaceBook and hearing the news she came to the meeting tonight so she wouldn't miss anything. She thanked Mr. Bird for looking outside the box. He has investigated other ideas for overcrowding at all levels notjust the high school. She has received information from Mr. Hill, Mr. Woolstenhulme, and Dr. Shackett. She looked at the numbers and voted no because her children will always be in an overcrowded school. If education is important, why are we not taking care of the overcrowding issues so they can get the education they need? This is not the way it should be done. If Mr. Bird opposing the bond should be asked to resign, then shouldn't Mrs. Landers be recalled for opposing Coach Armstrong, and the District 93 Day Care? Just because someone has a difference of opinion, should not mean that they should have to resign or be asked to resign. We need to come together as a Board and community to work together to find a solution. It is sad to see individuals stooping to this low through FaceBook and social media and not trying to do the best for the education of the kids but trying to be mean and hurtful. She doesn't appreciate it. It is not Jeff Bird, Mr. Shackett, why the bond failed it is the bond. Laura Pellet asked that Mark Pellet be allowed to speak in her place - 6477 East Twin Creeks Drive — He thanked the Board for their hard work. In this effort it is the Board's responsibility to put forward a proposal that is undisputable and supported by a 2l3 majority. In this case, he believes that personalities and tactics got in the way. This bond has become emotional without a solid underpinning of facts and solid planning that the public can see and understand. It is not about one person orgroup. It is about a proposal that did not receive the overwhelming support of the public. It is your job to put the information out to the people that is not emotional so they can make sound decisions based on those facts. Karalee Baird — 9232 North Mapleview Drive - We teach in our classroom and in our homes not to bully. Posted on the back wall is a guide to have no bullying in our schools. What she has seen and heard is bullying. Please step back and think about the things that you have been saying and the decisions you have been making and make sure we are a good example by not bullying those around us. James Williams —11090 North 45th East — He has four children in the District and his wife works in the District. He has voted for the bond all three times. It is unfortunate that education has to be so political. He had the opportunity to be on the committee last fall to deal with the next solution. The perfect idea was to build a middle school and high school. Unfortunately that was too expensive. The next best idea was to build a high school. Now the next best idea could be a middle school. He hopes the Board won't throw their hands in the air and feel like there is no hope for moving forward. The next best solution would probably be to build a middle school. As a political scientist, there has been nothing that has been fascinating watching this play out. But it was not good to watch as a parent. He encouraged the Board to continue to talk and work. The Board needs to look at what they talked about as a committee. He encouraged the Board to give the No Campaign an opportunity to put their money where their mouth is. Karla Harris —5690 East Lincoln Road —She is at the meeting in support of Jeff for what he has done for his zone. Several of the people who live in the Zone where the new high school was proposed to be built were in opposition and he has represented them well. That was within his right to do so. There were over 3000 no votes. So we can't really blame him for the bond not passing. He didn't have influence over that many people. She personally appreciates him standing up many times and voting how he feels. It is better not to have a unanimous Board. She appreciates Amy Landers for voting against the Right At School program. That shows that there is a wiliness to communicate your own ideas and not go along with whatever is proposed. There has been concern about Jeffs attendance at meetings. That is not fair to him because he has a young family to support and needs to work during the day when many of the meetings are held. That is discriminatory to those people who have to work and that thus they couldn't be on the school board if they couldn't attend the meetings. Also a lot of the public cannot attend during the day because they absolutely have to work. She is thankful for Jeff and his hard work for the Board. VII. New Business A. Mr. McLaren represented a couple of great students and their teacher, Marianne Edmondson. He also thanked Vice -chairperson Kip Nelson and Chairperson Winchester for their support. There are amazing students at Hillcrest High school. There were 19 students who participated and 17 placed 10 or above. Those who placed 1, 2, or 3 were invited to go to nationals in California. Mitch Moeller Chairperson Winchester ask Mr. Kennedy and Ally Breeze to present the Creative Writing Winners for Children's Books. The kids presented their books to Iona library. They were writing a children's book in class and about half of the students wanted to submit their books. Hayden and Mitch both won some money for their entries. D. Honor Rebekah Rave Cook for Perfect Attendance K-6 orale Iona Elementary - Annette Winchester Chairperson Winchester presented Rebekah Cook for Perfect Attendance from kindergarten through sixth grade. Chairperson Winchester stated that she has only seen one other student who accomplished this. It is was a great goal. She wished Rebekah good luck and to have a great summer. E. Paul Jenkins -Zone 4 Chairperson Winchester presented Newly Elected Trustees with Certificates of Election and stated that they will be sworn into office at the July 8th Annual Meeting. F. Proposed Policv for 30-dav Review (first readinol - Marjean McConnell Chairperson Winchester asked Mrs. McConnell to present policy for 30 -day Review. These are current policies that have been updated to reflect current statutory language and practice. Mrs. McConnell stated that there are eight policies before the Board. The 10th grade proficiency reference change requested at the last meeting has been made in the graduation requirements policy. They have met with the BEA about these policy changes and feel they are ready to go out for 30 -day review. She then asked the Board to accept these policies for 30 -day review. 1. Fee Hearing - April Burton Chairperson Winchester asked Mrs. Burton to present information regarding the proposed increases in fees. Mrs. Burton stated that pursuant to state statute, if we want to raise a fee more than 5% or have a new fee, we need to have a fee hearing. TCHS has requested new fees for supplies for three new programs that will begin next year. The new programs will include Emergency Medical Technician, Information Technology, and an Agricultural program. They are asking for $10 for plant sciences, $25 for small engines, and $25 for landscape design. Bonneville High School is requesting a $10 fee for zoology class. Child Nutrition wants to be able to rent their grills for $50 to provide for setting them up, propane costs, cleaning, etc. We can charge fees for supplies. The fees are not for credit but for the supplies needed for the class.. We need to increase lunch fees because of the fees required by the Healthy, Hunger Free Kids Act. We will be increasing the lunch fees. We are requesting the elementary student lunch fee be increased by five cents to $2.15. The secondary student lunch will increase 15 cents and the adult lunch will increase by five cents to $2.50. Chairperson Winchester ask if there were any question from the Board for Mrs. Burton regarding the proposed fee increases. Chairperson Winchester then opened the meeting for the Fee Hearing and invited anyone in attendance who wished to speak regarding the proposed fee increases to come forward and state their name and address for the record. Chairperson Winchester then asked if there are others wishing to speak regarding the proposed fee increases. Hearing none and seeing none, she closed the fee hearing. Budget Hearing - April Burton Chairperson Winchester asked Mrs. Burton to present information regarding the proposed 2015-2016 Budget. Mrs. Burton stated pursuant to state statute, the District must post historical actuals. That has been posted. The general fund is used to maintain buildings, salaries, and benefits. She based the budget on projected 95% attendance as well as the enrollment for next year using the number of students currently in the schools and moving them up one grade. Our qualification for support units is based on students that show up at school. We typically have an enrollment growth of 300 students, but next year, we will lose 245 students from Harmony Education. The support units will remain essentially the same but we will receive additional funding because the state has increased base salaries for administrators and classified personnel by 3% as well as increased certified funding for the career ladder model. We have also received an increase in discretionary funds. That has given us a little over $1.7 million in additional funding. We are expecting an increase in workers comp premiums and insurance costs. Mrs. Burton is estimating the ending fund balance will be at 5.5%. That is only if we qualify for the emergency levy. If not, we will have to use some of the fund balance to offset the increased student enrollment. That could take the fund balance down to 3%.. Chairperson Winchester asked if there were any questions from the Board for Mrs. Burton regarding the proposed Budget hearing none. There was a question about the amount of the fund balance. We should have 5% in the fund balance. That is based on projections and looking at historical attendance. Enrollment projections were made using existing students and rolling them up each year. Chairperson Winchester opened the meeting for the Budget Hearing and invited anyone in attendance who wished to speak regarding the proposed Budget to come forward and state their name and address for the record. No one came forward. Chairperson Winchester then asked if there were others wishing to speak regarding the proposed Budget for 2015-2016. Cancellation of June 24. 2015 Work Session - Annette Winchester Chairperson Winchester discussed canceling the previously scheduled June 16, 2015 Board Retreat because the new Board will hold a retreat on July 20th and 21st. She then discussed canceling the previously scheduled June 24, 2015 Work Session. She then asked for a motion to cancel the previously scheduled meetings for the reasons stated.. MOTION: Kip Nelson made the motion to cancel the previously scheduled June 16, Board Retreat and the June 24, 2015 Work Session. Amy Landers seconded. Curriculum. and Administrative Reoorts - Report on the State of the District— Karen Judy Chairperson Winchester asked Mrs. Judy to present the State of the District Report to the Board regarding the transportation department. Mrs. Judy stated that her office is open from 6:00 a.m. -5:00 p.m. The transportation department receives more phone calls than any other department. The department has 90 employees. Many of those have degrees and are professional people. They have four different clergy members that drive a bus. They drive 3500 miles every day and ridership is higher than it has been in the past. They have asked kids to walk a little further to the bus stops. They have driven 70,000 miles this year. They have worked with the police and the swat team to for practice and training. They have a great training program. At the state school bus rodeo, they took 11' and 2nd place. The rodeo tests safety knowledge and maneuvering. These are scored by judges. They have moved on to state and national competition. Mrs. Landers stated that the kids love riding the bus and they loved the driver. Mrs. Judy invited the Board Members to come and ride a bus. Bus drivers are important to the kids. Chairperson Winchester thanked Mrs. Judy for all they do in the transportation department. XI I. Call for Agenda Items for Uocomina Meetings A. Thanked everyone for the opportunity to serve. Mrs. Horman invited him to run and he has been unopposed. People have been awesome. He still has three of his four kids in the District. He has moved but is still in the District but not in his current Zone. It has been a joy working with the administration. He hopes we did something good. Annette thanked the 11 people she has served with on the Board and thanked them for being her friend. The amazing administration is the best because they have a desire to help kids. That is the number one priority for the school board. She is grateful for the opportunity to serve the children and hopes the district can come together and work out the problems. XIII. Board Evaluation Minutes from Executive Session Chairperson Winchester spoke to the Board regarding the Board evaluation. She handed out a trustee evaluation packet to each Board member (copy attached hereto) and discussed the evaluation information contained therein pursuant to the District's Legal Council's advice. She discussed the Trustee Oath of Office, Board Policy 1630 Evaluation of the Board, and Board Policy 1600 Code of Conduct for School Board Members. She then discussed each Board member's number of absences over the last year as well as violations of the Code of Conduct. Mr. Bird disagreed with all alleged ethics violations attributed to his performance. There was discussion regarding the need to be a unified Board after a full discussion of issues. Board members should be open and share concerns while working out a solution so everyone can be on the same page. When a decision is made, the authority is the majority. Chairperson Winchester asked for other comments or questions. Hearing none, she then asked that pursuant to Idaho Code section 67-2345(1)(b) that minutes of this evaluation be moved to the regular meeting minutes upon moving back into open session.. XVI.
