Call to Order Chairperson Winchester called the meeting to order 7:00 p.m. II. Roll Call Those Board members in attendance were Chairperson Annette Winchester, Vice-chairperson Kip Nelson, and Trustee Jeff Bird. Treasurer Amy Landers and Trustee Brian McBride were excused. Welcoming of Delegates and Visitors Chairperson Winchester reminded those wishing to speak during public input to sign the Request to Participate Roster in the back of the room. Amend the Agenda Chairperson Winchester asked for a Motion to Amend the Agenda. Kip Nelson read the Motion and Order to Amend document and made the motion. Chairperson Winchester then asked if any Board Member had any questions with regard to the Consent Calendar. Hearing none, she then asked for a motion with regard to the Consent Calendar. MOTION: Jeff Bird made the motion to approve the Consent Calendar. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion was carried. Chairperson Winchester moved the Honoring District Employees part of New Business up before Public Input. VI. New Business A. Honor Idaho Core Teacher Leader Program Completion - Marjean McConnell 1. Julie Briggs 2. Ryan Dunnells 3. Clarice Miller 4. Lisa Olsen 5. Katie Sparhawk Chairperson Winchester asked Mrs. McConnell to present Idaho Core Teacher Leader Program Completers to the Board. Mrs. McConn ell stated we have five (5) people who attended the training. They are in the buildings working with our teachers on a daily basis helping them with instruction. They have been a va luable asset in our District. They worked with our new teachers at their in-service in the fall. We want to honor them for taking the time to get the extra training and for being there to help our teachers. They all passed the in-service with flying colors. The Board congratulated them and gave them their certificates of completion. B. Honor Heather Plain - School Nutrition Specialist Credential - Shalene French Chairperson Winchester asked Dr. French to present Heather Plain to the Board. Dr. French stated that we want to recognize Heather for completing the School Nutritionist Specialist Credential. This accomplishment is much greater than we realized. She had to meet rigorous academic standards, work experience requirements, and successfully pass a nationally standardized test for school nutrition program management. There are only 1300 nationally who have received this credential in the past 20 years. Dr. French also wanted to recognize the work Mrs. Plain is doing in our District. The CDC has contacted her and she has done a presentation for them on nutrition and sodium intake and she has worked and met with people from the USDA. Dr. French wanted to recognize her and thank her for her work. Mrs. Plain introduced her husband Frank. Chairperson Winchester thanked Mrs. Plain for the good work she is doing. VII. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetings, Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairperson Winchester reminded those the audience who wish to participate in public input need to sign the roster in the back of the room. She also stated that pursuant to Board Policy this portion will be held to a maximum of 1 hour and participants will be allowed a maximum of three (3) minutes to present. She then went over the protocol for public input. Protocol for Public Input 1. Names will be called in the order appearing on the Request to Participate Form 2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written testimony 3. Come forward to the microphone 4. State your name and address for the record 5. The vice-chairman will give a 2 minute warning, a 1 minute warning, and Time is Up signal by showing cards 6. Do not exceed your time limit 7. No Applause or Cat Calling during or after a presentation 8. Face and address the Board, not the audience 9. Be respectful 10. Do not personally attack or address Board Members, District Administrators, of District Staff 11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send them to the Board Clerk. She stated that written comments must include your name, address, and telephone number. Chairperson Winchester called the following forward to participate in public input: Jennifer Lucas – 9038 East Ririe Highway her kids attend Discovery Elementary, Rocky Mountian Middle School and Bonneville High School. She appreciates the Board taking the time to listen to her and appreciates looking into the concerns she brought up regarding the football program. Her son has been involved for three years. There have been some frustrations that have come about from head coach speaking negatively of players or publically demoralizing or humiliating a player or telling a player that he can’t depend on him in front of team when his parents are going through a divorce. That is not acceptable from a head coach and would be in the category of bullying. That is something our District has tried to avoid. This fall she has been trying to get receipts for a cash payment that she knew she had paid but was told that she hadn’t paid. She did public records request and after going through that, her numbers didn’t add up. She would like someone to take a look at that. Another concern is the amount of the fees. They were told that the fees would be #300 and that a Bonneville High School Football Camp fees would be $200. She is not aware of how they work together. There was an email from the head coach stating that it was the responsibility of the football program to collect the money and that it should not be given to the school’s bookkeeper. The lack of tracking has led to her issues. She is aware that the administration is aware and looking into that. She believes the football thing is small. But, we have a bond that we will try to pass in March so we can provide better facilities for the students so it is important to look into these concerns. She hope that this can be resolved so the kids can have a good experience in both the schools and the sports programs. Mark Howell – 9038 East Ririe Highway His boy went to Bonneville High School for 2001 and 20012. This year he moved him to Rigby. He also has issues. He was another parent that didn’t get receipts. He looked into what paperwork he could get from the school district. When Coach Buck left the program, there was $7,990 08 left to new head coach. We over spent and it has taken two years to catch up. There were approximately 100 players on the team in 2011.They were told that their kids could not play unless they paid the $500 fee. He paid that year for his son thinking that it went to the Bonneville program but has since found out that he only had to pay $100 where $30 went to the school and $70 went to the District. There was one player who wanted to play but didn’t have the funds available so Mr. Howell paid the fees for him as well. The data shows a difference in deposits. There are approximately $19,600 missing from 2011. In 2012 there was a $400 pay to play and this year it is now $300. In 2013, $40,000 came in. We got $42,118 this year. There was plane tickets, meals, lodging that was reimbursed to the head coach in January. There is no explanation and no indication of who authorized the expenditures. In 2014, we only hat $17,208 deposited out of $30,000 that was brought in. There is a fund raiser of $1,132. In 2011 businesses paid for banners to go up at $1,000 apiece. None of that is showing on the District records. Chairperson Winchester asked for a phone number where Mr. Howell can be reached. Fred Armstrong – 1943 Homestead He has been head football coach for four years. When he heard about the situation he wanted to make sure that he gets an audit also. He has someone doing that audit from the same paperwork. He has done everything the District and principal has asked in this matter. The email that went out to kids is the most disgraceful thing that could have happened. Parents have the right to ask about the program but, it is ridiculous when it goes out to the kids. He has spoken to both of these parents. He knows them and their kids. Has had talks with them about playing time talked about playing time with their kids. It always comes down to playing time. They have worked hard not to have a black eye with the program. He is sure that when audit is done all figures will be ok and any questions will be answered. They work hard with the kids, there is no bullying. They don’t talk about a kid that is going through a divorce. They work hard and talk openly with the kids. They try to help every kid in the program. He has helped both of their kids. He is not going to let comments happen that allege that they have not. He understands how things work. We need a system to protect the coaches as well. He wants a system where people come in and contact the coach if they are disgruntled. We need to find something that works for the coaches as well. If he has something that a patron accuses him of, he can’t come to the Board. He has to go out and get a lawyer. Right now he looks forward to seeing those numbers and working with the Board and moving forward. He appreciates everyone’s patience in the matter. Dane Nelson - 4835 Free Circle in Iona. He been friends with the Coach for four years and a director with him for grid kid. He has done many terrific things for Bonneville High School and our kids. He has brought in more college scouts in the last four years than Mr. Nelson has seen in the last 25 years. Bonneville is Mr. Nelson’s home. He attended and graduated there. The Coach has included the Rocky Mountain Grid Kid football into high school. This has made a positive impact on kids and has made other schools and areas do what they are doing. He has also had some concern with money brought in and dispersed with the football program. If there is a problem, it needs to be handled correctly and professionally. It shouldn’t be ridiculed by people who don’t know the facts. Some important matters have been brought to our attention some important matters that need to be addressed. This community is famous for the rumor mill. We are overeducated idiots. People do not take responsibility for own action or words. He apologized for the wounds that he has opened because he said things that he didn’t have all the information for. The rumors need to be squashed. We are also famous for our parents demeaning our coaches. That needs to stop. There needs to be some sort of protection for the coaches. The parents are on the same team as kids. They are as much involved with the football team as the kids playing on the team. How parents react and respond to coaches will make a great difference in the kids’ lives. If parents bad mouth the coach, what do you expect the kids to do? Chairperson Winchester stated that the Board will note the information received and continue to review the situation. If anyone has written information, please turn it into the clerk. DeVere Hunt 4675 Madison River Road – He congratulated the Board on passage of the levy. He thanked the Board for everything they are doing with the facilities planning committee. That has been a great process the District has put in place to try to determine what is in the best interest for our students in the future with regard to facilities. He wants to thank the Board for their innovation and creativity in setting that up and going through the process. Chairperson Winchester asked for any additional comments. She then closed Public Input and moved on to the rest of New Business. VIII. New Business C. Proposed Policy for 30-day Review (first reading) - Marjean McConnell 5700 Substitute Teachers 5700P1 Substitute Teachers Procedures Chairperson Winchester asked Mrs. McConnell to present the policy for 30-day review. Mrs. McConnell stated that this has been updated to reflect the law and new program for substitute teachers and asked that the Board move the policy into 30-day review. Chairperson Winchester asked if there were any questions from the Board for Mrs. McConnell regarding the policy. Hearing none, she then asked for a motion to move Policy 5700 into 30-day Review MOTION: Kip Nelson made the motion to move Policy 5700 to 30-day review. Jeff Bird seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion was carried. IX. Old Business A. 2015-2016 Proposed Calendar - Marjean McConnell Chairperson Winchester asked Mrs. McConnell to discuss the 2015 -2016 Calendar Proposals with the Board. Mrs. McConnell stated last month she presented a calendar using the same parameters as this year’s calendar. She is now presenting proposed calendars starting a week earlier and one starting two weeks earlier. The calendar that starts on August 31st matches one that District 91 has out for review. The Board asked that a simple survey be made available to the patrons. Mrs. McConnell stated that they will be posted tomorrow for comment. In the past, we will get a 50-50 split if there are two choices and a 33-33-33 split if there are three choices. The Board will gather input and then make a choice.at the December meeting. B. Mrs. McConnell stated that these have been posted for 30-day review. She has received no comments and asked if there were any questions from the Board for Mrs. McConnell regarding the policies presented for final adoption. Hearing none, she then asked for a Motion with regard to the proposed policies for final adoption MOTION: Jeff Bird made the motion to accept the policies presented for final adoption. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion was carried. C. ISBA 2015 Proposed Resolutions - Annette Winchester Chairperson Winchester talked to the Board about the ISBA Resolutions. Proposal 5 and 7 were withdrawn by the Districts who submitted them. She asked for any comment from the Board. She explained that there is a meeting at the ISBA Convention to decide on what resolutions to take to the legislature. They will be voted on by the trustees present and will compose the ISBA Platform of two years. Chairperson Winchester reminded the Board of the Work Session Scheduled for Wednesday November 19 at Fairview Elementary and the Secondary Facilities Committee Meeting that evening at the Hillcrest Library. X. Call for Agenda Items for Upcoming Meetings Chairperson Winchester asked if any Board Member would like to add any agenda items to any upcoming meeting. A.
