VI. Amend/ADprove the Agenda
Pursuant to Idaho Code 74-204(4)(a), Chairman Bird read the Motion and Order to Amend Agenda which included
additions to the Consent Calendar, namely updates to the employee lists and an early graduation request. He then
asked for a motion to amend the agenda for reasons stated.
MOTION: Greg Calder made the motion to amend the Agenda as read. Amy Landers seconded. The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion was carried.
Chairman Bird then asked for a motion to approve the agenda as amended.
MOTION: Paul Jenkins made the motion to approve the Agenda as amended. Chad Dance seconded. The vote was 5
in favor with 0 opposed and 0 abstentions. Motion was carried.
VII. Consent Calendar
Chairman Bird excused Trustee Amy Landers from the discussion and vote for the Consent Calendar due to a conflict
of interest (see Idaho Code 18-1361A and Board Policy 1610).
Chairman Bird asked if any Board Member would like to remove any item from the Consent Calendar to the Regular
Agenda. Hearing none, Chairman Bird asked if any Board Member had any questions with regard to the Consent

VIII. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a
maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or
patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions
of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any
items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting.
Annie Laurie Boyter— 3984 Joshua Lane
Ms. Porter explained her children attend Discovery Elementary. She feels that only moving 80 students out of the
school due to overcrowding is not enough; with the possible growth in the neighborhood, the school will still remain
overcrowded. She is willing to move her students out of Discovery to have them attend Ucon Elementary rather than
for them to continue to attend a school that is overcrowded.
Rachel Porter — 3537 Scarlett Circle
Ms. Porter is concerned about the overcrowding at Discovery and the education of her children. She is also willing to
move to another school to help ease the situation.
IX. New Business
A. Proposed Policy for 30-dav Review (first reading) - Marjean McConnell
Chairman Bird invited Marjean McConnell to present policy for 30 day review. Ms. McConnell asked to leave policy
5400 Sick Leave on 30 day review for one more month to update the definitions on the policy.
MOTION: Paul Jenkins made the motion to post the policies presented for 30 -day review. Chad Dance seconded.
The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.

B. Sale of Lots in Ridgeview Subdivision - John Pymm
Chairman Bird invited John Pymm to discuss the sale of lots in the Ridgeview Subdivision. Mr. Pymm informed the
Board of eight lots between the high school and the Ridgeview Subdivision that are owned by the district. He
recommends for the district to develop these lots and put four of them up for sale at this time. Development would
include water, sewer, power, a street and cul-de-sac.
MOTION: Paul Jenkins made the motion to proceed with development and sale of four lots in the Ridgeview
Subdivision. Chad Dance seconded. The votewas 5 in favorwith 0 opposed and 0 abstentions. Motion was carried.
C. Discovery Elementary Boundary Proposal - Scott Woolstenhulme
Chairman Bird invited Scott Woolstenhulme to present and discuss the proposed Discovery Elementary Boundary
revision. Mr. Woolstenhulme stated from the survey results that patrons and staff do not want more trailers moved in
or special programs moved out at Discovery; possibly moving open enrollment students back to their home schools;
and moving students into other elementaries with open classrooms. The district does not want to move boundaries
multiple times and to utilize any open classroom space will require bussing. Ucon, four miles north of Discovery, is
not experiencing growth and as has open classroom space. The number of students relocated must be sufficient
enough to allow for continual growth in the Discovery neighborhoods. Computer labs can be converted to classroom
space. Title One can be functional in a traditional classroom with the help of paraprofessionals and aides which will
allow more classrooms to be used for instruction. If any Discovery parents opt to go to Ucon, the district could bus
the students there without cost to the parents. Any decision needs to be made before school is out for the summer.
X. Old Business
A. Proposed Boundary Guidelines Survey Review - Scott Woolstenhulme
Chairman Bird invited Scott Woolstenhulme to review the recent survey on Boundary revisions. Mr. Woolstenhulme
stated the survey covered three main areas:
• Start and end times for the school day — Survey results state that both patrons and staff support current
start and end times. Instructional timing is different for elementary students than it is for secondary
students. This topic will need further discussion.
• High school boundaries — Survey results show consistency between patrons and staff. One major concern
is traffic flow; all traffic issues need to be presented to the Bonneville County commissioners. Other
boundary concerns include poverty areas, children with disabilities, and transportation.
• Growth in elementary schools — Overcrowding is the number one concern for patrons and staff that live in
the areas most affected. Lunchtime, recess time, and parent traffic are difficult. Building a new elementary
could overrule a new middle school, The public would need more information before deciding on moving
the 6th graders to middle school. The current sized elementary buildings are most acceptable with patrons
and staff.
B. Hope SQuad Suicide Prevention Proqram
Chairman Bird invited Dr, Shackett to review the Hope Squad Suicide Prevention Program. Dr. Shackett stated that
this program has gone worldwide and would be good for our schools. The total cost for the program for all district
schools would be approximately $40,000 for the first year and would decrease over the next two years. This will pay
for curriculum, training, and stipends for extra duties for current counselors to be as advisors in the program. If our
district qualifies for a grant to be part of an experimental study of the program at the high school level, all costs would
be covered for three years; however, one of the high schools would be the control group in the study. It would be
best to implement this program for all K-12 students.
MOTION: Paul Jenkins made the motion to proceed with Hope Squad Suicide Prevention program for Bonneville
Joint School District 93. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion
was carried.
C. Proposed Grounds Keeper Position - John Pymm
Chairman Bird invited John Pymm to explain the Grounds Keeper responsibilities. Due to the last year's early spring
and hot summer, many of our school grounds have suffered greatly. This has been a current concern to
administration and to the patrons in the district. Due to the passing of the supplemental levy, the district has created
another full time grounds keeper position and can purchase additional needed equipment.
MOTION: Greg Calder made the motion to proceed with the new Grounds Keeper position as proposed. Chad
Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.
D. Proposed Policv for Final Adoption (second readina) - Marjean McConnell
Chairman Bird invited Marjean McConnell to present policy for final adoption.
MOTION: Greg Calder made the motion to approve the policies presented for final adoption. Amy Landers seconded.

A. Hiah School Construction Report - Brad McKinsey, Owners Representative
Chairman Bird invited Brad McKinsey to give the high school Construction update. Mr. McKinsey informed the Board
of the progress of the site:
• Installation of utilities
• Transformer will arrive at the end of May
• Sports fields are being graded and prepared with base
• Covert has been placed at ditch site
• Entrance off of Crowley will soon be paved
• Road base is being placed at 111 Street entrance
• Light poles are being placed
• Irrigation lines are being laid
• Football field construction underway
• Site 40-42% completed
Building progress:
• All first floor concrete floors have been poured except for main hallway
• 2nd and 31d floors are poured
• Decking will be finished this week
• Insulation board in classrooms around auditorium on all three levels
• All HVAC and indoor sprinkler systems are installed
• All metal is required to be sprayed with fire retardant
• Cafeteria is framed
• CMU is up to roof height in gymnasium
• Building 30-32% complete
B. Report on the State of the District - Karen Judy, Transportation Manager
Chairman Bird invited Karen Judy to present the state of the District report. Mrs. Judy is privileged to work with the
most amazing and dedicated administration and employees in the district, namely those who drive busses! This
winter has been challenging! and now summer road construction projects have started. School busses travel about
650,000 miles a year over 60 routes. Mrs. Judy pleaded for the need bus drivers; bus drivers require a clean driving
record, background check, and a CDL license, Training is required and work scheduling can be flexible.
Chairman Bird expressed his appreciation to Karen Judy for her dedicated service to Bonneville Joint School District
93. She will be retiring this year.
C. Pr000sed Policv for Initial Consideration - Marjean McConnell
Chairman Bird invited Marjean McConnell to present policies for initial consideration. These policies are being
updated to current practice.

XII. Call for Agenda Items for Uncomino Meetinas
Chairman Bird asked for any agenda items for upcoming meetings.
• A public meeting will be held to discuss boundary revisions and enrollment for Discovery, Ucon, and Iona
elementary schools and the impact on the transportation department.
• A financial report by Mark Bird as it pertains to bonding in August.

206(1)(b)To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a
public officer, employee, staff member or individual agent, or public school student; and (c) To acquire an interest in
real property which is not owned by a public agency. The Executive Session will be closed to the public as permitted
by law.
