Patty Hendricks - 6676 N Derek Lane — Representing Bonneville parents sending students to National Debate in Florida. She stated that bar son has learned to correct
himself and give a good argUrnent oil both sides of at) issue. The experience has allowed him to think reflectively about his responsibility. She then introduced the students
who had earned the right to participate fit national competition from Bonneville High School. Aaron Wilson and Brandon Biggs — Policy Debate, Sydme Krennin and Ridge
MaLlpill — Due Interpretation, Dalton Stoddard — Congress (Senate), and Noah King - Lincoln Douglas Debate. She thanked file Board for their support,
Chairman Lords congratulated tire students for their accomplishments and stated that they represent the District well.

Chairman Lords commended these Students for representing the District so well.
Wendy Carroll 1404 Riviera Drive Has concerns for the legislative bills that the ISBA and IASA organizations are supporting, She urged the Board to oppose the legislation

Gall Roseland 5868 West 179, South — Concerned that teachers are giving their own supplies to kids so they car) teach them. She stated that we may need new blood to
address these concerns. She stated that Idaho is tire lowest in education in United Stated and it greatly concerns her.
Mr. Hunt requested permission to speak. He stated that we have great patrons who have an interest fit education, He Suggested that they take their voice to Boise. Contact
local legislators both here and those inBoise.

Mrs. McConnell stated that the 12 policies, 0procedures and 4forms listed are revised policies in the 2000 series, _Instruction and the 5000 series, 2ersonnel. and new
policies that were presented for initial consideration at the Board meeting field on January 9, 2013, Policy 6325 Evaluation of Buildino Administrative Staffwas
presented for Initial Consideration but we are continuing to make revisions and would like to present Kagain for Initial Consideration ate later date. The 20NOseries
policies, procedures, and forms have been reviewed and updated by Bonneville Online School principal, Ty Salsbery, Certified Staff Transfer, Sick Leave, and Leave
without Pay have been reviewed and updated by the Human Resources and Financial Departments, The transfer policy is Currently under review by the District's Legal
Counsel, Doug Nelson. Policy #5355 Intemet Publishino has beet) reviewed by Mr. Nelson and he has no objection to the policy language at this time. Policy #7630

Chairman Lords stated that Trustee Elections will be held on May 21, 2013 for Zones 2, 3, and 5. Petitions must be Submitted to the Cleik ofthe Board oil or before
March 22 at 5:00 p.m. The petitions along will) zone descriptions and maps are posted on the District Wuboite, There isnn need for a motion since the elections are
governed hy statute and administered by the County elections offices, Mr, Lords stated that itisp wonderful job.

Chairman Lords declared that he Would be abstaining from voting on this item.
Mr, Woolstenhulme spoke about the eRate Proposals and the overall plan for the District's WAN, He discussed the contact with Cableone, We pay for fiber optics,
phone lines, email, and the webpage in exchange we keep the internet filter to keep kids from information that they shouldn't access, Previously we had a 1 gb fiber
optic network to Cableone then connection to the Tech Center. The I gb connection for 15 — 17 schools through one pipe line is causing network slow downs especially
when teachers are accessing videos. There is a traffic jam, The proposal increases the pipe to a 10 gb connection without a significant extra cost, We need to go out to
bid every 5 years. We wanted to look at 10 gigs to Sandcreek and Hillcrest using the City of Ammon fiber optic. Falls Valley Would have 10 gb for backup purposes
using fiber optic from the City of Ammon, Lincoln High School would be connected with a 1 gb City of Ammon fiber optic, There would bel gb Cableone fiberoptic
connections to each of the other elementary schools. The Tech Center Would supply the fiber optic lines to the District Office, Special Services, Rocky Mountain Middle
School, Bonneville High School and the Technical Careers High School. Cableone's bid includes the new elementary, Telford, and the new warehouse, The plan is for
the City of Ammon to provide the pipeline for use between Hillcrest, Sandcreek, and our Tech Center, We will need to work on the right of way. We have a verbal
agreement with the county, They Could Subcontract to another provider. We would also need to get an agreement with the city of Idaho Falls. Mr. Woolstenhulme
explained that this blended option is the least the expensive, The next option would be to go back to Cableone. The question was asked about what protections we
have as far as tracking is concerned, Cableone has firewalls, We also have firewalls. We are probably more vulnerable than Cableone, Mrs. Winchester was concerned
about the connectivity in the country since it is not always reliable in that area,
Mr. Woolstenhulme asked the Board to award the 10b contract mCoWoono and the 1og0 service agreement to the City of Ammon.

Chairman Lords then asked if there would ura motion m award the bid for the District's fiber optic network,
MOTION: DeVere Hunt made the motion to accept the contract from Cableone and the Service Agreement from the City of Ammon for the Fiber Optic Network in the District,
Wendy Harman seconded. The vote was 3 in favor with 1 (Kip Nelson) opposed and I (Craig Lords) abstention. Chairman Lords stated that the motion passed with a 3 to 1
vote.

to introduce Mrs, Duckwall. When Ms. Elswood received the announcement regarding the contest, she immediately thought of Ms. Duvkwa|| and Mr. Judy nnshe
encouraged them menter. Ms. DUckwall makes amazing videos. Her students are always included in writing and producing them, The process benefits students and
their learning. To Ms. DuokweUitis all about Mountain Valley and th ( d ts Ms. Elswood introduced the students who were in attendance: Jada Bird, Jaxson

figure out how m reach the o1^/learner, Mr, Armes stated that Mr. Judy took 2,1 palace across the state. The majority of winners came from Meridian. We garnered first
andvvmndp|aoe Mr. Judy stated that ho took o teacher centered approach mh | him teach what wants to teach. Ho didn't have resources and time, oohotook
hold of flipped classroom approach, He records himself teaching and the go home and watch the video it at home. Then they do higher level work in the classroom. It
also helps absent students and it helps enrich parents as well as students, Chairman Lords asked Mr. Judy m shake hands with the Board,

Mm. Winchester asked if we need a public hearing before that date of the supplemental levy vote. Chairman Lords and Superintendent Shackett will go to the schools and
Farm Bureau.
Mr. Hunt was concerned that there is a Senate bill 1085 that Would require ratios for counselors. There is no differentiation between elementary and high schools the ratios
would be in quarters. We need to look at the bill and evaluate it, Mrs. McConnell will look into it. Mrs. Herman explained that everyone votes on a bill to go to printing. Then
they debate it when it gets to that stage.
