Chairman Lords called the meeting to order at 7:02 p.m,

Chairman Lords stated that he wanted to recognize the three new board members who assume their positions on the Board in July; Jeff Bird, Amy Landers, and Brian
McBride. Luann Denning, Egon u mom Connmmmpreom Terri Jan^vm. Tom *uno*mor, Sharer) Green Peterson, Laurie x May, Amanda Van Orden, CanXynJoomna'
Renee Cook, Kelly Gardner, Susan Watson, Sue Kindred, Rodd Rapp, and Barbara Croft.
IV. Amend the Aaenda
Chairman Lords read the Motion and Order mAmend Agenda and asked Kthere would beo motion mamend the agenda as stated.
MOTION: Kip Nelson made the motion m amend the agenda �stated. Wendy Herman seconded. The vote was 5infavor with Uopposed and 0 abstentions, Motion
Chairman Lords moved to Public Input,
« Public Input
Policy #1550Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will
receive such input without comment, except to ask germane questions of those speaking, Comments should be limited to three (3) minutes. The Board will take rm
action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting.
Chairman Lords asked if there would be anyone who Would like to speak to the Board during Public Input
Former employee stated that he knows and worked with Terri Jansmewho has been given a notice of RIF. He stated that this is unusual considering shewas reachoof8m
Year. He stated that the Board is taking the best teachers and throwing them away. He admonished that the Board should think twice about the decision.
Terri Jansma stated that she is going mbeR|Fed this evening. She has taught 14 years and has been Teacher of the Year three times, She Suggested another alternative —
to move a teacher to the English department and others may retire, then she Could keep her job.
Amanda Van Orden 3285e Edwards Drive. She thanked the Board for allowing her to be on the interview committee for Special Education Director. It was a reat experience
and she was validated. She just wanted m say thank you and that she appreciated being o part o(it'
Laurie May HiUomot High School V783N Albert Lane, She spoke nn behalf ofTerri Jansma. Terri was an excellent teacher for her daughter, Her daughter learned much from
Ms Jansma. She appreciates Terri's work ethics, compassion, and so sweet to kids. She is a wonderful asset.

when she has such a report with these kids.
Mr. Tom Luna thanked the three Board members who have served so well. Bonneville District has lead inou many areas across the state. Differentiation in pay, evaluation
was a model use by the state. Being a board member has changed his life. Mrs. Herman is a leader and a go to leader for education policy, We need more Boards like yours
and more members like you have. Hope to continue to have your example and leadership in the coming years. You have a wonderful superintendent as well.

Chairman Lords asked Mrs. Messick to present the policy revisions for 30-day review. Mrs. Messick stated that the four policies and two procedures have been reviewed and
edited by district personnel, The Grading and Progress Reports policy 2620 has been updated to include weighted GPA calculations and adds reference to accessing
Student's grades oil PowerSchool. 2620P has been updated to include standards based report cards for kindergarlen through third grade students and shows the weighted
points for advanced placement, pre-advanced placement, and dust credit classes. The other three policies and procedure were submitted last month and are now being
Submitted for 30-day review,

Chairman Lords asked Mrs. Burton m present the proposed fee increases. Proposed and new fees to be charged patrons and employees are as follows. Increase the online
course fees in reference m8in 6 legislation, The amount reimbursed to District to allow students to graduate earlier, We are in a unique position to offer our Students this
opportunity because Of Our online high school, We are Currently Subsidizing these courses. Because of the costs of the teachers, secretary, administrator, etc. OUrstudents
will be allowed a scholarship to pay the fee, We intend to charge the fee only for kids outside of the District because we would not receive any reimbursement from the state
for those students. The fee request is the same as what the state will reimburse our District for our students who take online classes. The out-of-district students should be
reimbursed for the cost of the classes they take in our District.by their home district, There was a question regarding age limits. The opportunity is open to 71h — 121h grade
students. The $225 covers the cost for credit recovery or classes taken outside the regular school day. If a student takes a class during the regular school day, they are not
charged. We are the only district in the state to jump on this immediately. Forty students have already registered, There was a question regarding whether there is a limit to
the number of students who can participate in the 8 in 6 program. There is a cap of 10% of the Students in the District, That equates to 500 Students. lfwe fill that500 student
limit, then we can apply to the state to increase the number and we will be allowed unused quotas from other districts.

Lunch fee increase — due to the Healthy Hunger Free Act we are required to increase fees to be in line with free and reduced funding. We have been using these funds w
supplement Our regular lunches. We have five (5) years to increase the lunch prices so they are where they need to be. We have increased over the last several years in
order to become compliant with Federal Regulations. The price is derived from an overall national formula. And we are required to abide by this formula,
Tire CPR fee is to offset costs to the District as we offer Courses to the staff and public. These fees are set by the American Red Cross. The classes are offered to certified
staff, transportation staff and ovt*hjiotriniindividuals.

Chairman Lords asked Mrs, Burton to present the proposed 2013-2014 budget, Mrs. Burton stated that the budget shows $56 million in the General M & 0 fund for the
upcoming school year and $88 million overall. The bulk of the budget increase is a result Of Our additional 250 students. We expect to have an enrollment of 11 000 students
this fall. We are basing the budget on 95.5% ADA which is a conservative estimate. We are expecting 522 support units to be generated, Each support unit equals
approximately 1.1 FTE, That means we will qualify for about 574 FTE, We plan to hire about 95% of what we quality for. We will hire less administrative staff then what we
qualify for, Even though we are generating more FTE we will hire a significant amount of that staffing allocation at the new school, Funding was actually reduced but we are
seeing an increase because state is funding all the years of experience for our certified staff, Our District's salaries are still more than what we are getting reimbursed by the
state, We lost $750,000 for differential pay when the referendums were defeated. We will see an increase in insurance costs, PERSI has gone up, We will see an increase in
workers comp, Our claims are 50% more than our premiums, There has been an increase for transportation and food services, The insurance committee has asked that the
District absorb the increase $700,000 increase. The ongoing cost of the new school $800,000 and that is an increase to the budget. Our Supplemental levy has increased.
There is a cost to growth that isn't funded by the state, We are keeping bond rate the same. The emergency levy ties been budgeted. We don't know what we will quality for
until we know who shows up for school in the fall. The assessed value has gone down. We can absorb some decrease in market value, We will make a decision regarding
what levies we will not to fully assess if freed be to keep the levy rate constant. We need Our Supplemental and emergency levies in order to fund ongoing costs, We may not
fully assess the plant facility levy, ne are hoping that the increase in building in the area will offset any decreases, We project that the assessed value will remain flat, The tax
rate will not beaffected,
Chairman Lords expressed that this is a promise that this Board has kept. The new Board may not continue with this commitment. Wo are in Our 7myna/of keeping the levy
rate the same, even with the change in funding from the legislatUre it has remained flat.
Mrs. Herman wondered i|wm can approve the budget without contracts, We have issued contracts showing the same aslast year, We did look pt funding the experience
steps. Education is a best guess because credits won't be turned in until September, We use the 5% rise i\or lose it to Sustain Ourselves. |fwo lose that capacity we won't bu
able to continue to pay our salary schedule. The current rnodel is not sustainable,
There was a question regarding how differential pay will be distributed. Dr. French answered that the Pay For Performance Committee. The committee will need a
representative teacher and principal from each elementary to decide whaiihep|aowi|||nnk|ikeendiivetou\hefom/haSoptembnr8oardmeeUnV. Median growth and
secondary credits earned will probably be used for high schools. There was some discussion on the use of attendance as a factor. Attendance improved when itwas a factor
for pay for performance,
Over last several years wo have made deep cuts. We have built up the fund balance. Now we are using $3 million from the fund balance and hoping to get through the next
sovnm|yoam, There was a question about whether we are we at a Sufficient fund balance to keep our excellent rating, Wn are looking at*4% balance m tire end ofthe
year. Wo are working toward u5% balance and hoping h get uo there. That should he sufficient to keep our Current rating.

Chairman Lords asked K Mr. Hunt had anything he would like m say. He stated that Khas been a privilege. We have an amazing staff and superintendent. khas been alot of
work and it has been well worth it. He stated that he has enjoyed it and that K has been a privilege mserve with the Board.
Chairman Lords then asked Mrs. Herman Kshe would like N speak. She stated that Dr. Shackeft loaned her his doctorate robe and now she has her own and was able m
wear xone time. She has gained olot from the associations mvresult of quality of people who have lent what she needed to get the job done. She had a lot m learn and she
is grateful mhe part of the leadership team.
Chairman Lords thanked Mr. Hunt and Mrs. Herman stating that it has been a pleasure working with them. He told Mrs. Winchester and Mr. Nelson that ho appreciated their
patience, It has been an honor to serve the District, He never anticipated serving for 13 years. He expressed appreciation to all his fellow board members. The new board has
tremendous people and he congratulated the new members. He encouraged them to do their homework and to vote their conscience. He stated that he valued his
association and friendship with Dr. Shackett, He spoke of his appreciation for the citizens who come to the meetings. He stated that he has one other thing to add Craig's list.
This is a tremendous District, Patrons make it that way as well as most all of the staff. There are tough decisions that need to be made. The staff and teachers need to be as
forward thinking oo they can.
Dr. 8kenkox stated that it has been a pleasure mwork with Mr. Lords, Mr. Hunt, and Mrs. Harman, We have a fantastic District. He doesn't mind hiring people smarter than
himself. What we have accomplished all comes from the Board allowing us to be creative and innovative, He thanked each of them for the privilege of working with them
